Does code allow me to add another junction box in the ceiling next to a recessed light junction box?

I need to tap into a circuit that runs near a recessed light junction box in the ceiling between 2nd and 3rd floor of my house. If I add a junction box in that space to do this, is it considered accessible, since I can get to it by removing the recessed light can?
