Less than a mo. i droped all subjects due to ashma.i payed 1/3 of tuition fee.after a yr. i try to enrol but?

school wnts me 2 pay d balance plus penalty b4 i can enrol.i drop all my subjs in writings so do i hav 2 pay 28,000 in cash?they dont release my transcript so i can enrol to another school.we r not rich so pay this n wil i not be able to have education bec of lack of money.i didnt use d school n i comply all n payed d enrolment fee.jus sad that i got sick.is there no second chance to people like us,who wants to be edducated n have a good future?
