Which is the best Malaysian state?

I mean to raise kids and have a family. Must have relatively low crime area, decent schools, good hospitals, relatively cheap but not third world status, not so crowded and things to do like water activities, Zoo, nature parks etc... recommendations so far: Langkawi, Johor, Ipoh, KL, Malacca, Negri Sembilan(Nilai/Port on) and Penang. Any other hidden secrets??? or which one of these is the best place for what I've stated above??? Many thanks!!!
