Why is the plural form of a word used and what does it mean?

Well when they speak of social service, they should be more specific. Health care, housing, subsidies. When they talk of 'Social Services', being in the plural, they are making an overall blanket statement implying all those services. Does not mean that all those services will increase evenly. They just mean that instead of spending the spending on the military or something else, to give more for such services to be directed as needed.
