Are vegetarian corn dogs okay to eat if you left them out of the freezer for a few hours?

My understanding of the re-freezing issue is that freezing does not kill some bacteria, rather it puts it into suspended animation. The original freezing causes liquids in the food to turn to ice. When it is partially or fully defrosted, this ice thaws and dissipates back into the food, leaving pockets where the now rejuvenated bacteria can set up home (it allows them to move deeper into the food) and multiply. Then if you re-freeze the item, the increased population of bacteria goes into hibernation again. THEN, when you take it out of the freezer it is then often not heated/cooked thoroughly enough to kill the bacteria.
